Bystanders

Bystanders are individuals who are present at an event but are not directly involved in it. They are defined by their lack of participation or responsibility in the situation occurring around them.

Why it’s in the news: The term is in the news due to its use in two distinct contexts: as literal rescuers in a plane crash and as a metaphor for nations not actively competing in the US-China AI race.
